Definition of surrogacy program
A surrogacy program is a set of medical and legal procedures whose ultimate goal is to have a child with an alternative to natural conception. The parties involved in the procedure are: the intended parents (or parent in the case of single individuals), an assisted reproductive clinic and a foreign agency or other equivalent entity capable of filling the needs related to egg donation and gestational carrier. An attorney experienced in the applicable law of the country in which the program takes place should be considered a key part of the process

Ukraine is one of the most popular destinations for Europeans. This is partly because of its low cost and because of its proximity to the home countries of most of the intended parents who choose this state to build a family. On the night of February 24, 2022, there was an armed attack by the Russian army, which has proven to be the first in a long, armed conflict. Obviously, this circumstance has had consequences for surrogacy since Ukraine is now at war with Russia. Therefore, we cannot currently consider Ukraine a safe destination. Until the conflict has been resolved, and political stability has been regained, we advise against taking any action concerning surrogacy in this country
Surrogacy Ukraine: journey costs
There is no single cost that applies to every case. In fact, the price is closely related to a number of variables such as whether or not egg donation is required, the type of program requested from the fertility clinic (this translates into the number of embryo transfers guaranteed which can be one attempt, two, three or unlimited until pregnancy is achieved) and medical insurance. Having clarified all aspects regarding possible variables, an estimate based on the case histories we have had so far allows us to state that the average price for a program with egg donor, surrogate mother, clinic program which includes unlimited IVF and embryo transfers and legal support for the is €80,000 today.
Legislation in Ukraine
The procedure is governed by the Civil Code, which defines parents as the couple who have had the child from an embryo created through assisted reproduction techniques and transferred into the body of another woman (gestational surrogate). In this precisely regulated context, it is understandable why surrogacy is not extended to single individuals, male or female. Egg donation in Ukraine must be completely anonymous even though clinics have digital databases through which egg donor profiles devoid of sensitive data can be accessed. Similarly, the data of intended parents will not be revealed to donors.
Intended Parent requirements
Intended parents must contribute 50% of the genetic material necessary for the creation of the embryo. Access to the procedure is allowed only to married, heterosexual couples where the woman must certify her inability to conceive naturally. She may state either that pregnancy is a serious risk to her health or to that of the child, or three previous unsuccessful attempts at in vitro fertilization
Parentage & "ius soli"
Legal parentage takes place by means of the gestational surrogate's parental rights renunciation, formalized before a notary public and followed by the drawing up of the birth certificate where the existence of the parental relationship between the intended parents, referred to as mother and father and the child, is evidenced. In Ukraine, de facto "ius soli", exists, but the process of acquiring the child's citizenship is subject to different rules that will allow the child to return home legally

The birth certificate will bear the names of both intended parents (parent)
